Veidekke: To build new Fjell lower secondary school

12. May 2026 kl. 08:00

Veidekke has signed a contract with Øygarden Municipality to build the new Fjell lower secondary school at Bildøyna. The contract includes a new school building, infrastructure and a basement, and is valued at approximately NOK 350 million. The school is scheduled to be ready for use at the start of the 2028/2029 school year.

The project comprises a new school building with associated outdoor areas, as well as upgrades to the existing road infrastructure along Bildøyvegen and Bjørkestølen. The school is designed to accommodate 610 students, including a dedicated unit for students with special needs. The total building area is approximately 8,500 m² gross floor area, distributed over two floors with a basement. The building will be designed and constructed to passive house standards and achieve energy rating A. The project has a target of at least a 15% reduction in greenhouse gas emissions from materials compared to DFØ's reference level (The Norwegian Agency for Public and Financial Management).

"Through strong collaboration with the client, partners and users, we have further developed the solution that the evaluation committee highlighted positively: "The common area clearly forms the heart of the building, together with the canteen spanning two floors. This is a successful design choice that creates a strong connection to the library and makes it easy to navigate the building. The school building encourages an inclusive learning environment." We look forward to continuing the strong collaboration during the construction phase, says Hans Aakre", District Manager at Veidekke.

Veidekke entered a contract for the collaborative development phase in November 2025, and the project has been further developed in close cooperation with Øygarden Municipality and partners until the preliminary design was submitted in March 2026.

"Øygarden Municipality is very satisfied with the cooperation with Veidekke and is pleased to move forward with them as the contractor for the construction of our new lower secondary school. We are confident that both staff and students will get a school building they can be proud of, and that the school will also become an attractive local community facility", says Project Manager John André Vegge in Øygarden Municipality.

Construction work will start at the end of May 2026, with planned completion in the first quarter of 2028, followed by one year of trial operation.

The contract will be included in Veidekke's order backlog for the second quarter of 2026. Illustrations/renderings: HLM Arkitektur AS. Photo (left to right): Municipal Director Johnny Breivik and District Manager Hans Aakre.
